Are chains allowed to protect a ladder opening instead of a gate?

As of January 17th, 2017 the new OSHA regulations for fall protection in the general industry are effective. One of the key new rulings, 1910.28(b)(3)(iv), outlines a definitive ruling for use of self-closing safety gates as fall protection, which has previously operated in a gray area.

In a recent article on Safety + Health Magazine, Dan Huntington, the North American Training Manager for Kee Safety, brings clarity on the implications of this new OSHA ruling.  The article, titled The use of chains in fall protection, answers the urgent and pressing question; Are chains allowed to protect a ladder opening instead of a gate?
